WHO Europe: only 8% of countries have a health-specific AI strategy as clinical deployment races ahead

Kluge warned that governance of AI in health is lagging deployment. Citing WHO/Europe’s assessment across 53 Member States, he said only 8% of countries in the Region have a health-specific AI strategy, while nearly two thirds are already deploying AI in diagnostics and half have introduced AI-powered patient chatbots. Additional gaps include limited pre-qualification AI education for health professionals (about one in five countries), limited workforce training after qualification (about one in four), incomplete legal-framework assessments (fewer than half of countries), and almost 40% of countries still lacking ethical guidance on AI in health. Kluge argued the deployment–governance gap is the defining challenge, called for strategies, liability standards and training wherever AI is deployed, and highlighted convening 37 countries in Lisbon plus a Lusophone Cooperation Roadmap on AI and Health aimed for launch at Brazil’s Regional Health Summit in 2028. Why it matters: Health systems that deploy AI without strategy, liability clarity and workforce training export clinical and trust risk. Ministries and providers need governance milestones that keep pace with procurement and pilot programmes.
