In a 17 February 2026 Microsoft On the Issues post tied to the India AI Impact Summit agenda, Microsoft Vice Chair and President Brad Smith argues that AI usage in the Global North is roughly twice that of the Global South and that the gap continues to widen. The company frames unequal access to electricity, connectivity, compute and skills as a structural risk that could recreate historic development divides in the AI era. Microsoft states it is on pace to invest $50 billion by the end of the decade to help bring AI to countries across the Global South through a five-part programme: infrastructure for diffusion; technology and skills for schools and nonprofits; multilingual and multicultural AI capabilities; local AI innovations for community needs; and measurement of AI diffusion to guide policy. The post cites more than $8 billion invested in datacenter infrastructure serving the Global South in the company’s last fiscal year alone, plus connectivity efforts that have already reached 117 million people across Africa toward a 250 million global access goal, and skilling initiatives including Elevate for Educators in India.
